New Global Threats (A view from Russia)


An Open Letter
to Global Threat Conference, March 24-26, 2019, USA

    It will surely be very interesting to discuss reports on links between the recent New Zealand mosque shooter and a Ukrainian ultra-nationalist white supremacist paramilitary organization called the Azov Battalion.
  • The Azov Battalion is emerging as a critical node in the transnational right-wing violent extremist (RWE) movement.
     
  • Recruits from the U.S., Norway, Italy, Germany, the United Kingdom, Brazil, Sweden, and Australia, among others, have reportedly traveled to train with the Azov Battalion.
     
  • The global nature of these groups is just one of several similarities between RWEs and Salafi-jihadists.

But as an expert on Counter-Terrorism, I’d like to focus on destroying international links between domestic and foreign terrorists/radicals with Soft Power. So, reasons of my participation in the Conference are, as follows:
1.   For many decades, we’ve been trying to make Russian and the US NGOs partners in the Global Project for Prevention of Militant Radicalism/Separatism/Terrorism. I consider that the main actors among NGOs should be the former Military like the US ROA, Russian Generals for Peace (dismissed by the Kremlin), and alike.
2.   Soft Power as a tool of our Project is to serve for Global Signal Systems to foresee early signs of Terrorism from Above (corrupted Offices) & Below (radicalized Streets/Grey Zones under Mafia).
3.   The Conference might show to Russian NGOs & Philanthropic sponsors how to use IT/math/social networks in Counter-Terrorism.
4.   In the NATO countries (Italy, Sweden and Canada) there are good
results of their Soft Power Counter-Terrorism practices. We are also interested in cooperation with one or two Japanese NGOs/private TV companies to make a joint comedian serial on stupidity of secret services of Russia and Japan to meet ‘the end of the world’ after the asteroid’s hit the Earth and ‘the lucky survival’ of ruling elite under ‘The Second Global Flood’. We believe in Humor vs. Terror!
5.    Results of the Conference on New Threats are to become good examples for our NGOs as ‘First Responders’ in alarming systems for investors (if any) vs. Corruption/Mafia/Terrorism in Russia.
6.   NGOs volunteers in Russia look forward to collect & analyze
non-structural (unofficial) mega-data to disclose first signs of Threats to US-Russia Soft Power initiatives. There should be IT-courses to learn how to use socio-math matrixes for IT-monitoring these threats, including hackers and bots which are hostile to US/EU/NATO/UN, and alike All-Human values.
I wonder, how your NGO volunteers and ex-Military/Secret Services veterans become ‘web-hunters’ to track down
potential State & Non-State radicals/terrorists to demotivate them.
In Russia, such practices are tied with killing opposition leaders as ‘suspected terrorists’ or arrests of their pseudo-helpers (see, the recent case of Michael Calvey).
The field data-mining, filtering and spreading outcomes made by NGOs could develop Global Soft Power Watch for Terrorism/
Radicalism/Corruption prevention. These enemies to Russia’s modernization can’t be stopped with the aging nuclear “sword & shield’ under such a poor “financing”, which is just a legal source of corruption.

My offer for cooperation requires support of friendly ex-Military, Secret Services veterans, political scientists, individuals, business circles and NGOs cooperation to be open to the Media and financed from the Public-Private Sector of Economy, not from the bureaucratic and highly secret military spending.
I hope to re-win the lost Trust of civilians into the Man/Woman in Uniform’s Honor for modernization of Russia and the World.
The obsolete US Shield-2013 is too expensive to protect the World from new threats, creating by various tyrants & idiots at power.
